Providing new housing options
By proposing a new residential development, our hope is to provide both existing and future residents with greater housing choice in the area. This development will also bring a contemporary approach to rental living, similar to a condominium, in terms of its design and amenity options. A mix of unit types within both the mid-rise and townhouse built forms will also help ensure we are able to meet the needs and desires of a range of household types.
Improving the public realm
This development will include outdoor amenities and landscaped open space, wider sidewalks, and pedestrian connections throughout the site. These improvements will result in the activation and beautification of the public realm, contributing to the overall walkability and safety of the neighbourhood.
Reflecting both the existing and planned context
Our proposal has been thoughtfully designed to knit together the existing and planned context of the area. The blocks of townhomes proposed along the western portions of the site reflect the character of the neighbourhood to the west and south. The mid-rise buildings towards the central and eastern portions of the site reflect the evolving development context along Bathurst Street and to the north of the site.

This development will also bring a contemporary approach to rental living, similar to a condominium, in terms of its design and amenity options. A mix of unit types within both the mid-rise and townhouse built forms will also help ensure we are able to meet the needs and desires of a range of household types.

8940 Bathurst Street is located on the west side of Bathurst Street, on the north side of Ner Israel Drive, within the City of Vaughan and on the border of Richmond Hill. The site is also adjacent to a York Rapid Transit bus stop along the 88 Bathurst Route, which services Seneca College’s King Campus (northbound) and the Finch GO Bus Terminal (southbound).
The site is currently occupied by vacant/unlandscaped open space.
We are proposing to build a new residential community that includes a mix of mid-rise and townhouse buildings, landscaped open space, widened sidewalks, and new pedestrian and vehicular connections through the site.
The proposed development will include 749 new units in:
- Two mid-rise buildings (10 and 12 storeys) along the central and eastern portions of the site
- A series of stacked townhouses along the western portion of the site towards Knightshade Drive
The units in the two mid-rise buildings will be rental in tenure. We are still exploring whether the townhouse blocks will be rental or condominium in tenure.
We see an important and exciting opportunity to provide a greater mix of housing options, for those looking to move to or stay within the area as a means of downsizing or aging in place, to both the local Thornhill Woods community and, more broadly, to the City of Vaughan as well.
Rental buildings that are built in the Greater Toronto Area today have evolved from what has been previously built. These new rental buildings now offer many of the same amenities and services as condominiums.
With this development specifically, we are proposing to bring a high quality design approach to rental living with long-lasting finishes and modern amenities for future tenants’ use and enjoyment. Nowadays, it is difficult to differentiate between a condo building and a rental building since they are built to the same quality. The key difference lies in how they are managed and operated. A rental building is owned by one company whereas a condominium is owned by individual unit owners.
One benefit that we see to this type of building is that units will not be available for short-term rentals. Residents of this building will be neighbours in the community.
As a part of our planning application, we hired LEA transportation consultants to examine the existing traffic patterns in the neighbourhood and the impact of this proposed development on future traffic patterns in the neighbourhood. The full Transportation Impact Study is available to download in the Documents section of our website. This study will also be reviewed by City Staff as part of their application review.
We understand the importance of maintaining traffic and pedestrian safety in the area and therefore, as part of our proposed plan, we have made efforts to internalize as much loading and pick-up and drop-off areas as possible, and ensured that almost all of the proposed parking for the new buildings will be provided underground.

We submitted our planning application to the City of Vaughan in December 2021. The application review process will take quite some time, and must go through the City’s review and community consultation processes before any decisions are made regarding any approval.
